Abstract: The paper emphasises the importance of digital skills in the modern workforce. It is imperative for unorganised workers to learn digital literacy to be able to adapt and ‘fit in’ with a digital environment. Digital literacy helps in the growth of the worker and organisation in modern society. With the right skill sets, digital fluency can help in the enhancement of employability and skill formation in the unorganised sector. The study investigates how digital literacy can influence employment stability and skill enhancement. The paper is a deep dive into the bridge between digital literacy and employment stability and recognition. It can lead to successful skill development, and other e-government schemes are available for the growth of the unorganised sector. The paper outlines the root causes and methods enabling the unorganised sector to compete in a rapidly evolving digital job market and contribute to India’s economic growth. The paper is an intersection between digital literacy and e-platforms for skill formation. Even after government efforts, there are low digital literacy rates that hamper skill formation and acquiring stable employment and income. Skill formation and employment stability are crucial for economic growth and stability. The paper will focus on underresearched links and highlight digital recognition. There are many unorganised workers who lack identity. It is important for them to be recognised, as it can lead to better employment through digital literacy. The paper is an attempt to draw attention to the immediate and urgent need to address and bridge the gap between unorganised workers and digital knowledge for them to be able to compete on the same level playing field.

Introduction:

As rightly said by PM Narendra Modi, “Digital India is a dream for our nation. When I say digital India it is not meant for the rich but for the poor.” There exists an evident need for digital literacy in a fast-digitising world. Digital literacy is a fundamental right and matter of importance, especially for the silent and invisible forces of India, i.e., the unorganised workers. The goal is to turn India into a literate and sustainable country. In India, there exist 6,50,000 villages represented by 3 million panchayats. India is a developing country, but should the focus only be on skyscrapers, IT parks, and start-ups? Should we excuse the growing illiteracy rate in India? There is a need for an immediate plan of action to control and cope with the illiteracy rate in India. There exists 40% of the population that is living below line, and among that, there exists 25-30% of the illiteracy rate in India. The digital literacy rate is almost nonexistent in an overpopulated country like India. India is the second-fastest mobile-growing market in the world.

Digital literacy will also help bridge the gap between the urban and rural. There plainly exists a higher rate of digital literacy in urban areas than in rural areas. There exists 61% of digital literacy in urban areas, while there exists 23% of digital literacy in rural areas. The world is working towards an interconnected digital society through the internet. To help bridge the gap in India's digital literacy and worldwide. There exists a rapid growth in the field of AI and other technologies, as stated by “The Future Jobs of 2023” by the World Economic Forum. Most of the digital and AI-related work is repetitive and involves the collection of data and resources. To ensure healthy and useful use of digital sources, it is important to upskill, develop skills, and have a strong focus on IT-related work. There exist several segments of the workforce that cannot be done through AI or digital platforms, like creativity, empathy, and other such human skills. There exist evident disparities in the digital literacy rate in the unorganised workers sector in India.

The educational sector during the COVID period was in disarray, let alone the digital literary sector. For India to grow digitally, it is imperative to make 3.5 million digitally literate. If unorganised or informal workers are guided towards digital platforms, it can help in skill development, growth in income generation, and job security. For example, growth in smartphone usage in rural areas has led to better chances of employment, increased aspiration, increased educational growth, etc. The following advantages are given while still keeping the workers in the digital landscape. Digital literacy deals closely with financial, social, personal, and professional aspects of life. The paper closely deals with e-government programs and schemes initiated by the Indian government, its role, and its relation to unorganised workers. While comparing and contrasting the digital literacy age, gender and origin play a great role. For example, there are merely 29% digitally literate women, while, in great contrast, men stand at 59%. There exists an increase in the number of internet users in India from 2019 to 2023. There exists an increase of 743 million internet users in the year 2023. In the ISR report given, digital and data literacy is listed as the top and most important knowledge and abilities required.

There exist several government schemes like the Digital India Programme, Made in India, Digital India Incentive, MSDE, PMKVY, Skill India, National Career Service, National Digital Literary Mission, and PMGDISHA. There is a growth in digital payments, digital gambling and gaming, AI developments like ChatGPT, Gemini, and Claude AI, mobile applications and cloud computing, digital asset management, and smart IOT devices. Digital literacy is a viable tool for enhancement of livelihood and job security. The unorganised sector remains to be the backbone and silent power of India. There are several issues that the informal sector faces: job instability, low wages, no skill development, and no formal training exists for the same. The paper primarily deals with e-governance platforms made for the enhancement of skills through digital literacy like NDLM and PMGDISHA. The schemes aim at educating and empowering the unorganised sector. It is important to provide the unorganised workers too with an opportunity to be on a level playing field through e-governance platforms, so they are able to further convert their dreams into reality.

Objective of the Study:

The main objective of the study is to be able to learn the relation between digital literacy, skill development, and employment stability for unorganised workers. The paper also explores the effectiveness of e-governance platforms. To help investigate whether and learn about the implementation of government schemes for promoting digital literacy. The paper also aims to gain information regarding whether the government schemes provided are effective or not. The paper primarily focusses on government schemes and how they help unorganised workers gain digital literacy, if any at all. The paper examines the role of government e-platforms for improving employment opportunities the unorganised sector.

The paper consists of secondary data collection through government schemes like PMGDISHA, DISHA, NDLM, Skill India Mission, NCS, and PMKVY.

Digital Literacy and India

Digital literacy is the ability to use technology to communicate, analyse, evaluate, and create developments for personal or societal gain in the hope of profit or non-profit business. It is also the ability to use technology for enhancing personal and professional skills. Digital literacy is not merely the use of online platforms but the ability to effectively use the platforms for personal growth. Digital literacy is important for online safety, digital responsibility, educational progress, social opportunities, skill development, access to information, critical thinking, communication, innovation and creativity, better paid jobs, job security, higher productivity, and adaptability to a growing digital world.

There are several challenges too that come along with digital literacy. There exists a lack of knowledge and access, a lack of awareness, and a lack of emphasis on digital literacy in India. One could presume that India’s uneven pattern of digitisation is the reason behind the digital poverty. India is one of the leading countries for smartphone usage and internet usage but still lacks digital literacy, leading to unfair treatment of unorganised workers.

In India, though digital literacy is practiced, it is more than often neglected in rural or marginalised areas of the country, making these areas lack digital literacy, knowledge, and infrastructure. With respect to the unorganised sector, that lacks even and fair payment, job security, and skill development. Digital literacy acts as a guiding force for the sector of the country through its schemes and e-portals, helping individuals be digitally literate. Individuals can access government services, online education, employment opportunities, decision-making, foster innovation and entrepreneurship, and overall empower individuals. Important governance platforms like Digital India, NDLM, PMGDISHA, DISHA, NIELIT, NDLI, and SPIRIT.

Unorganised workers have been defined under the Unorganised Workers' Social Security Act, 2008, as a “home-based worker, a self-employed worker, or a wage worker in the unorganised sector.” Digital literacy helps enhance and provide credibility for the work and skills done by unorganised workers. Unorganised workers themselves have no social security or protection. They wander on the surface as nameless, silent, and invisible forces in India. They work on a daily or hourly basis with minimal wage in contractual agreements. They do not particularly excel in any skill, making them prey to minimal income. Most unorganised workers are established from poor, rural backgrounds that are trying to make ends meet through menial work given with minimal wage. If digital literacy is provided to individuals, i.e how to use smartphones and online platforms effectivly and beyond calling and communicating on smart gadgets it can help increase employability rate in unorganized sector.

Businesses, firms, and government institutions require digital literacy to be able to adapt to the growing digital economy. Every segment of society uses digital literacy. If one wants to begin a business, he/she will have to learn the process of starting a business effectively, then have knowledge of different business strategies, get investments, and find partners. After doing so, registering a business, setting it up, and laws regarding it would have to be studied. All of which is available online. But, after the setting up of business, one must know how to access e-platforms for digital payments. This is the knowledge that is gained through digital literacy. There exists 763 million young and adult people that lack digital literacy worldwide. Government reports clearly show that there is a higher chance of gaining employability if one is skilled digitally. Companies now depend on and mandate digital knowledge, as it is required for a rapid-growing digital world. A recent study by PwC revealed that 55% of people lack digital skills and knowledge. For example, law was not associated for a very long time, but in the recent year it has become a newly established law relating to AI and cybersecurity, as it is an upcoming, present field that is going to further grow.

Digital literacy for the unorganised sector will help enhance not only job opportunities but also help with skill development, education, creativity, and fostering entrepreneurship. Digital literacy will also help remove further notions of using digital platforms and foster a healthy relationship with the government. Unorganised workers will be provided with the reward they deserve for the work they do. They may also gain certifications and licenses in their skills, which will help give them an upper hand. Digital literacy will also help discover and foster personal growth, which is required for every individual.

Unorganised Workers and Digital Literacy: The Underlying Issue

Merely 25% of the rural population of India has digital literacy but has a growing number of 30,00,000 internet users in rural areas. It could be presumed that though smart gadgets and smart phones exist, they are not being utilised for digital literacy but for some wrongful and inefficient reasons. Digital literacy is important for e-commerce, e-governance, and e-marketing. Digital literacy and skill development are vital for economic growth. The issue at hand is not the awareness of digital platforms, but the usage of digital platforms for literary purposes. The main reason that unorganised workers require digital literacy is due to the lack of skills. Many individuals have awareness about the platforms, but they lack skills to use digital tools and digital platforms. Even if there exist digital tools, they hold no value if it is not being accessed, or there exists lack of training on using digital platforms. There may also exist technical barriers, like language, due to which the accessing is made difficult.

Apart from the issues mentioned above, there may also be a struggle to access, register, and apply for digital platforms, courses, or tools, limiting their ability to participate. Government initiatives, schemes, and new laws are made available through these platforms; if not regulated or checked upon, the workers can miss upon these opportunities. Workers may also miss out on better-paying jobs and career growth due to their inability. Managing finance, financial aid, and security can also be made difficult if an individual is not introduced to digital platforms. This can further lead to social isolation, social inequality, and economic disparity, which in turn can lead to increased crime rates, hate against government, suicide, and resorting to other such ways of being.

Government Initiatives for Promotion of Digital Literacy:

Under Niti Ayog Report, the government mandated the removal of digital divide based on rural-urban, gender, or age for the growth of a digital economy. The main mission to aid digital adoption is through skill development and digital literacy. The Minitry of electronics and information technology in the yea 2014-2016 established two schemes under its guidance: National Digital Literacy Mission and Digital Saksharta Abhiyan. Later in the year 2017 the Pradhan Mantri Gramin Digital Saksharta Abhiyan scheme was launched for the enhancement of digital literacy in rural India.

NDLM: National Digital Literacy Mission

The Digital Saksharta Abhiyan (DISHA), or National Digital Literacy Mission (NDLM), aims to provide IT training to 52.5 lakh individuals, including Anganwadi and ASHA workers, and authorized ration dealers across India. It helps non-IT literate citizens gain digital skills to engage in democratic processes and improve their livelihoods. The program is split into two phases: the first phase trains 10 lakh people, and the second phase covers 42.5 lakh more. Training is provided at two levels, with the government covering fees for 9 lakh participants, while others are supported by industry and civil partners.

PMGDISHA

The primary goal of PMGDISHA is to make at least one person in every rural household digitally literate, empowering them to actively participate in the digital economy and access e-governance services. It aims to cover 6 crore households in rural India.

Target Group: Rural citizens, including those from economically and socially backward sections.

Educational Qualification: The scheme is open to individuals who are non-IT literate and have not received any formal IT training.

Special Focus: Priority is given to marginalized communities like Scheduled Castes (SC), Scheduled Tribes (ST), Below Poverty Line (BPL) households, women, and differently-abled persons.

Age:

The program is open to individuals between 14 to 60 years of age.

Way Forward:

To address the challenges faced by unorganised workers in digital literacy and employability, a multifaceted approach is essential. The focus should be on expanding access to digital tools and platforms, particularly in rural and underprivileged areas. Government schemes like Digital India and PMGDISHA need to be strengthened with additional resources, ensuring that training modules are easily accessible, language-friendly, and suited to the needs of unorganised workers. Collaboration between the government, private sector, NGOs, and educational institutions will be vital in scaling up digital literacy efforts and creating tailored programs for specific sectors within the unorganised workforce.

Further, policymakers should emphasise the importance of identity registration for unorganised workers. Linking digital literacy with formal recognition and skill certification will enhance the credibility and employability of these workers, giving them access to better-paying jobs and social security benefits. Initiatives should focus on fostering entrepreneurship and innovation by providing workers with the necessary digital skills to navigate e-commerce and online marketplaces.

Incorporating digital literacy into the existing education system is crucial for sustainable growth.
